Supply asphalt facility

The owner of the Wilton quarry proposed to build an asphalt factory on the same piece of land.

Jim Quinn (Jim Quinn), represented by lawyer Bill Keefe (Bill Keefe), appeared before Wilton District Adjustment Committee (Wilton district Board of Adjustment) on Tuesday to demand an adjustment in the height of two new industrial buildings at 50 Quinn Road.

In the Wilton Industrial Zone, the height of the building is limited to 45 feet. Quinn Real Estate (Quinn Properties) plans to build two buildings will exceed that number. The first is the asphalt mixing plant, which will use gravel, sand and stone mined in quarries on the same land to produce and sell asphalt. The batch of factories is expected to be 68 feet tall. The plan also calls for the construction of a 72-foot silo.

This is the second time that the district and planning committee has seen a plan to build an asphalt factory on this land. Quinn submitted and approved plans for similar facilities in the late 1980s, but the plant was never built and approval expired.

"the market has changed and we thought there were buyers, but it was never built," Keefe told the board. "

Quinn told the board that it was difficult for the quarry to sell the stone to asphalt producers because the largest companies had their own quarries. While ING does not want to "really get involved in the asphalt business," it is becoming a way for small quarries to survive, Quinn said.

Keefe said it is not clear what the purpose of the height regulations is, but it may be implemented when fire department equipment can only reach a height of 45 feet.Members of the area Committee agreed that they had heard this statement before, although no one could say exactly what the intention of the zoning was.

In terms of the town's current ladder trucks, warehouses and batch plants are unlikely to exceed the capacity of the department's equipment, Keefe said. From an aesthetic point of view, he said, the land on which the factory would be built was lower than the surrounding land, the top of the shaft would not be higher than the existing buildings on the base, and could not be seen through trees from nearby roads.

Mike Magnig (Mike McGonegal), a board member at nearby Goss Park, who attended the meeting, said he did not think height would be a problem.

"I don't think you can even see it from the parking lot," he said.

However, he does worry about smell and noise and their possible impact on the park.

"it's quiet here. It smells like pine trees," Magnig said of the park.

The Committee told Magnego that the plant would have to go through the industrial site planning review process with the Planning Board and that these issues would be addressed in the course of the review.

The district committee voted to continue the hearing until August 13 so that Quinn could either receive a letter from the town fire chief or provide other information on what fire safety measures would be taken. Like the fire extinguishing system plan.

For contractors, it is important to consider the portability of asphalt and the time it takes to build an asphalt recovery plant.

Patrick Reeve (Patrick Reaver), product development manager at KPI-JCI and Astec Mobile Screens, said: "the ease of use of equipment is very important because downtime is very expensive for manufacturers." "you want to be able to quickly enter a workplace and start shredding and screening almost immediately."

Some factories are labor intensive and take a few days to build, but if a full hydraulic model is used, the contractor may only take about an hour. This is because hydraulic systems help reduce the need for contractors to use crane mobile equipment.

The contractor also needs to consider the requirements of the Ministry of Transportation (DOT) when considering portable asphalt recovery plants.

Sean Donaghy, National sales Manager at IROCK Crushers, said: "because of the weight of the portable equipment, the contractor needs to transport the hopper feeder separately to meet the weight requirements, which requires additional lifting and transportation equipment."

Donaghi says IROCK's optional Hydraset funnel for RDS-20 reduces the contractor's hassle. An operator can remove or install the hopper in a few minutes, which makes installation easy. This is conducive to the absence of lifting equipment and the work of additional workers on the spot. "

Size is also related to the portability of a unit. "in urban areas, there is probably very little real estate available for crushing equipment," says Jay Girts (Jay Giltz) of (Eagle Crusher sales), a sales company for hawk crushers. ""small equipment, such as our electronics factory, can be shredded and shielded, which is usually the key to operating in these areas. But even business in rural areas may be subject to similar restrictions, requiring compact units rather than the larger multi-unit settings sometimes seen on construction sites. "

Fully recessed hydraulic motors provide good curb and side clearance for easy compaction near kerbs, walls, and enclosed areas.
The tapered frame and hood are designed to provide good visibility to the drum edge and more comfortable operation.
